NPF4

A revised draft National Planning Framework 4 was laid before Scottish Parliament in November 2022. Once adopted by the Scottish Government in February 2023 it will replace Scottish Planning Policy and the existing NPF3.

NPF4 sets out national policy and supports the delivery of new 20 minute neighbourhoods with walkability, local living and sustainable transport options at its heart.

NPF4 also set out housing targets for local authorities including Edinburgh.

Hatton Village can meet aspirations for new sustainable communities with the proposal providing the opportunity for an exemplar of a new 20 minute community integrating express public transport, active travel, high quality greenspace, local facilities including homeworking hub and a range of contemporary homes at varying density.

‘City Plan 2030’

The Edinburgh Local Development Plan was adopted in November 2016 which included a policy to allow for new sites to come forward to address an identified housing land supply shortfall, subject to meeting criteria in relation to landscape/ greenbelt/ impact and infrastructure requirements. 

A replacement Local Development Plan has now been prepared by the City of Edinburgh Council (“City Plan 2030”) with ‘Choices’ (Main Issues Report) document consulted upon in Spring 2020 and a Proposed City Plan 2030 consulted upon during late 2021. This sets out significant housing land requirements to meet demand for the period to 2032 which will need to be addressed through the Local Development Plan examination during 2023.
